Supporting existing Cobalt customers

When a home is empty, we first consider existing Cobalt customers who urgently need to move due to their circumstances. This may include customers who: 

  • Are escaping domestic abuse. 
  • Need to be rehoused due to serious anti-social behaviour or harassment. 
  • Require a move because their current home no longer meets their needs. 

Need adapted or more suitable accommodation because of a medical condition or disability. 

Direct matching through Liverpool City Council

If there is no Cobalt customer in urgent need or if the property is not suitable, the home will be offered to Liverpool City Council for direct matching. 

Direct matching is where the council chooses someone to move into the home. Applicants do not have to bid for the property – the council will make the selection based on their needs.   

Advertising through Property Pool Plus

If a suitable applicant is not found through direct matching, the property will then be advertised through Property Pool Plus, the choice-based lettings scheme used by housing associations across the Liverpool City Region. 

Customers registered with Property Pool Plus can bid for available homes that meet their needs. Homes are allocated in line with the scheme’s lettings policy and the applicant’s priority band.
