We’re pleased to share that the Regulator of Social Housing has confirmed that Cobalt Housing is a C1 organisation, following a period of significant improvement to our services.
This follows a regrade from C2 in its Consumer Standard, meaning the Regulator is confident that we’re providing services that are well‑managed, customer‑focused and meeting expected standards.
Most importantly, this is about what this means for you.
What changed?
Over the last year, we’ve made important improvements to the way we deliver services after listening carefully to your feedback.
You told us what wasn’t working, and we used what you said to make meaningful changes, including:
- Reviewing our repairs service and bringing the function in-house
- Strengthening our complaints service.
- Expanded our investment programme to deliver more kitchens, bathrooms and home improvements, while redesigning specifications, standards and choices in partnership with customers.
Many of these improvements were shaped directly by customers, who worked with us to:
- Develop new repairs standards
- Test changes and give honest feedback
- Challenge us when things weren’t right.
The Regulator recognised that customer feedback and involvement drove improvements that were real and lasting, not short‑term fixes.
We want to say thank you to everyone who shared their views, completed surveys, took part in discussions or worked with us directly.
What does a C1 grading mean?
In simple terms, a C1 grading means the Regulator is confident that:
- We’re meeting consumer standards
- Services for customers are being delivered properly
- Customer feedback is being listened to and acted on.
This isn’t the end of the journey. We know that trust is built through everyday experiences – when repairs are done well, when communication is clear and when your concerns are taken seriously.
We are committed to:
- Listening to customers
- Continuing to improve services
- Being open when things go wrong.

This progress has been made possible by customers and colleagues working together– we couldn’t have done it without you.
